What Happened

You created an envelope with a qualified signer, but qualified signatures are not enabled for your account. One setting covers test and live mode.

The response includes a detail property that explains which rule the envelope breaks.

Qualified signatures are in private beta. Request access and we enable them for your account.
Until then, use a signer instead.
